基本常識

●美國憲法規定了美國聯邦是三權分立制度，美國各州也是三權
分立制度，三權分立為相互稽核以達權利平衡的系統(Check and
Balance System : Three branches of government check each other and
keep balance of power.)。美國聯邦有聯邦憲法及三權分立部門(Three
branches of United States Government)，各州有各州的憲法(State
Constitution)及三權分立部門，但各州不盡相同。

●三權分立部門及憲法賦予權利為 :
立法部門(Legislative Branch) -- 制訂或通過法律(passes laws)
行政部門(Executive Branch) -- 執行法律(enforces laws)
司法部門(Judicial Branch) -- 解釋法律及仲裁訴訟

●美國國歌叫做The Star-spangled Banner(燦爛的星條旗)，美國國
旗有 : (1)有紅白藍三個顏色 -- Red for courage, White for truth, and
Blue for justice ; (2)有50 顆星 --每顆星代表一州 ; (3)有13 條橫紋
(stripes) -- 每條代表最初獨立的州(one of the thirteen original states)

●三權分立制度(Check and Balance System)圖解如下 :

●常見District 乙字，其意思為依據人口數量來劃分的區域(An area
regarded as geographical or administration unit, usually depending
upon the size of its population)，不同的目的，不同的區分。例如

(1)District of Columbia(哥倫比亞特區)是美國聯邦政府所在地 ;

(2)District Court(地區法院) 與District Attorney(地區檢察官)，管轄
範圍可能是數州，也可能是一個州的一部份而已，視人口多寡而
定，地區有大有小，各州不同 ;

(3)School District(學區)是許多小學、初中、高中，學院的組合 ;

(4)Congressional District(國會議員選區)是政治考量的劃分
